Saturday, October 31, 2026 | Onetrader Evening Edition
India’s financial and business landscape saw several important developments on Saturday, even though the stock exchanges were closed for regular trading. Government decisions affecting textile imports, fresh regulatory action, international trade discussions and new economic figures have given investors more to consider ahead of November.
This evening edition focuses on developments not covered in the earlier market news article. It excludes the morning’s stories on the rupee, RBI board meeting, quarterly GDP estimates, FII selling, savings bonds, upcoming PMI releases and the Vedant Poly Fabs IPO.
1. Government Extends Duty-Free Cotton Imports Until December 31
The central government has extended the customs duty exemption on cotton imports until December 31, 2026, giving domestic textile manufacturers another two months of access to imported raw material without the existing duty burden.

The Ministry of Textiles confirmed the extension on Saturday, following a Department of Revenue notification dated October 30. The exemption had previously been scheduled to expire at the end of October.
The decision comes as textile manufacturers face uncertainty over domestic cotton availability and raw material costs. For spinning mills, fabric producers and garment exporters, cotton prices are a major factor in determining operating margins.
The extension could provide some cost relief to manufacturers dependent on imported cotton. However, domestic cotton growers may face additional competitive pressure if imported supplies become more attractive.
2. SEBI Warns PC Jeweller Officials Over Compliance Lapse
Market regulator SEBI has issued a warning to PC Jeweller’s managing director and company secretary over shortcomings involving the company’s structured digital database for unpublished price-sensitive information.

The action concerns compliance requirements intended to maintain records of people who receive confidential corporate information. Such records are important for monitoring potential insider trading and establishing accountability within listed companies.
Although the reported action involves a warning rather than a financial penalty, it draws attention to the importance of internal compliance systems.
The development is relevant beyond PC Jeweller because listed companies are expected to maintain reliable processes for handling confidential financial and corporate information. The Hawk
3. India-UK Trade Discussions Face Fresh Disagreement Over Scotch Whisky Tariffs
The government is preparing to meet liquor industry representatives as a disagreement over tariff treatment for bulk Scotch whisky threatens to complicate aspects of the India-UK trade arrangement.

The issue involves how imported whisky shipped in bulk should be treated compared with bottled products. Differences in tariff treatment can influence production costs, domestic bottling operations and competition between imported and Indian-made brands.
The dispute is important because trade agreements often involve detailed negotiations over individual products even after broader commercial terms have been agreed.
For Indian beverage companies, the eventual tariff structure could affect pricing and competitive conditions. The government discussions may help clarify how the agreement will operate for the industry. Business Standard
4. India and UK Seek Faster Cooperation in Healthcare Innovation
A British minister has called for faster cooperation between India and the United Kingdom in healthcare innovation, particularly in turning research into practical medical solutions.

The proposal highlights the complementary strengths of the two countries. The UK has established capabilities in medical research, while India offers a large healthcare market, pharmaceutical manufacturing capacity and experience in delivering digital services at scale.
Closer cooperation could create opportunities for pharmaceutical manufacturers, medical technology companies, digital healthcare providers and research organisations.
However, translating the ambition into commercial results will require regulatory coordination, investment and effective partnerships between businesses and healthcare institutions. Business Standard
5. Government Sets Up Panel to Improve Export RELIEF Scheme
The central government has established a panel to improve participation in the RELIEF scheme, which supports exporters facing higher logistics costs and disruptions linked to the West Asia conflict.

The programme forms part of the ₹25,060 crore Export Promotion Mission. It is designed to help businesses manage shipping-related difficulties, including higher insurance expenses and risks associated with international cargo movement.
The decision to review implementation suggests that making assistance available is only one part of the challenge. Exporters must also be able to access the benefits without excessive administrative difficulties.
For Indian companies selling products overseas, predictable shipping costs and reliable insurance coverage are essential to protecting profit margins. Better implementation could be particularly useful for smaller exporters with limited financial flexibility.
6. India’s Foreign Exchange Reserves Fall to $719.75 Billion
India’s foreign exchange reserves declined by approximately $1.27 billion to $719.75 billion for the week ended October 23, according to the latest RBI figures released on Friday evening.

The decline was largely attributable to a $2.65 billion reduction in the value of gold reserves. Foreign currency assets, however, increased by approximately $1.36 billion during the reporting period.
The distinction is important because a decline in the headline reserves figure does not necessarily mean an equivalent amount of foreign currency was sold.
Foreign exchange reserves provide India with a financial buffer against external shocks, including currency volatility, sudden capital outflows and international payment pressures.
The latest figures show that changes in gold valuations can significantly influence the overall reserve position even when foreign currency assets move in the opposite direction.

7. India’s Fiscal Deficit Reaches 42.1% of Annual Target in First Half
The central government’s fiscal deficit reached approximately ₹7.14 lakh crore during April-September 2026, equivalent to 42.1% of the full-year budget target.
The deficit increased from approximately ₹5.7 lakh crore in the corresponding period last year, reflecting slower tax collections and higher government expenditure.
Capital expenditure rose to around ₹6.5 lakh crore, indicating continued government spending on infrastructure and other long-term assets.
The figures matter to financial markets because fiscal conditions influence government borrowing requirements, bond yields and expectations surrounding public investment.

A higher deficit during the first half does not automatically mean the government will miss its annual target. Much will depend on revenue collections and expenditure management during the remaining months of the financial year.
8. Odisha Plans Semiconductor Projects Worth More Than $4 Billion
Odisha is seeking to establish a stronger presence in India’s semiconductor and advanced electronics industry through five proposed projects involving investments exceeding $4 billion.
The plans include chip fabrication, advanced packaging and related technology infrastructure, alongside opportunities connected to artificial intelligence.
Semiconductor manufacturing requires substantial capital, specialised infrastructure and a reliable supply of skilled workers. States competing for these investments must therefore provide more than land and financial incentives.

For India, the development is part of a wider effort to reduce dependence on imported electronics components and create domestic manufacturing capabilities in strategically important technologies.
The projects remain subject to their respective development and execution requirements, but their scale highlights growing competition among Indian states to attract advanced manufacturing investment.
9. Government Approves ₹10,000 Crore Container Manufacturing Scheme
The Union Cabinet has approved a ₹10,000 crore programme to expand domestic shipping container manufacturing and reduce India’s dependence on imports.
The Container Manufacturing Promotion Scheme aims to increase annual domestic production capacity to approximately 7.5 lakh twenty-foot equivalent units, nearly ten times the existing level.

The programme will support new manufacturing facilities and expansion of existing units through operational assistance, interest subsidies and testing infrastructure.
Container availability has become an important issue for exporters because disruptions to international shipping can increase freight costs and delay deliveries.
The initiative could create business opportunities for manufacturers of specialised steel, container components, coatings and logistics equipment. Its longer-term impact will depend on whether Indian producers can achieve internationally competitive costs and quality standards.
10. India Seeks Wider Export Opportunities Through Trade Agreements
Commerce and Industry Minister Piyush Goyal has said that India’s existing and proposed free trade agreements could provide access to markets representing approximately $85 trillion in combined economic output.

The statement highlights the government’s ambition to expand India’s participation in international trade and encourage domestic businesses to reach new customers.
Access to overseas markets is particularly relevant for sectors such as engineering goods, pharmaceuticals, textiles, chemicals and processed foods.
However, trade agreements do not automatically translate into higher exports. Indian companies must meet product standards, develop distribution networks and compete on price and quality.
For smaller manufacturers, the ability to understand and use preferential trade arrangements could determine how much they benefit from India’s expanding network of commercial partnerships.
